Christine has nearly 30 years of experience in international development, particularly in the Caribbean region as well as Africa and the Middle East. At Momentus, she assists development finance and other institutions to develop Monitoring and Evaluation (M&E) frameworks and systems to measure development impact, undertakes the full range of evaluations of project and programmes, facilitates project design, and provides a results-based perspective in strategic planning.
During 23 years of consulting practice, Christine has conducted over 63 monitoring and evaluation institutional assessments and strategic planning assignments in 20 countries. Understanding that development finance institutions and their recipients often are not able to fully communicate the impact of their work because of poor M&E systems and capacity, she focuses her work in two areas. First, to help organizations streamline and integrate M&E processes within their operations so that there is solid evidence of development impact; second, to independently evaluate and report on the performance of projects, programmes and institutions.
Christine’s global experience spans private sector development, development finance, public and non-government capacity development, environment and sustainable development, gender equality, community/social development, infrastructure development, agriculture, and disaster mitigation.
Christine holds a multi-disciplinary Master’s degree in Environmental Studies from York University, Toronto, Canada.
