Senior Advisor, Institutional Strategy and Performance Measurement

Marta Becker is an international development finance professional with broad experience over 25 years as a senior strategy consultant and practitioner in the converging realms of government-backed, corporate and philanthropic investments, leveraged to create social and economic development impact around the globe.


  • Advised on and prepared through collaborative engagement the institutional strategy and implementation plan for a $3B binational ‘green’ development bank focused on environmental infrastructure in the Mexico-US border corridor. Led international consultations with key stakeholders to achieve consensus on strategic priorities and catalyze private sector participation.

  • Provided senior consultancy services to several multi-national public/private investment funds in the Middle-East/North Africa, Sub-Saharan Africa and Asia addressing impact performance, including the development of results frameworks, impact reporting methodologies and impact evaluability assessments.

  • Launched operations of a Canadian ‘green’ investment fund as Executive Director, securing the release of $120M initial funding commitments meeting all stakeholder requirements under a complex alliance between international philanthropic, national and regional government sources. Prepared and implemented inaugural strategic plan in collaboration with 27 First Nations, including institutional governance, program policy and pipeline development for ecologically sustainable social enterprise investments and conservation grants.

  • As Director of a private sector education finance initiative launched across Sub-Saharan Africa, conducted strategic planning and implementation activities, partnership development, and the creation of a tax-efficient SPV to capture philanthropic investments to expand inclusive finance across SSA through the creation of a new lending asset class for regional banks and non-bank financial institutions, improving education outcomes and impact for millions of low-income families.

  • Conducted evaluations and delivered recommendations for gender-mainstreaming by a Caribbean regional development bank, to improve the capacity of member national development banks to deliver enhanced gender-equitable finance programs and implement effective impact reporting systems.

  • Established the endowment investment strategy for a Canadian charitable foundation to align with the institutional social mandate while generating target financial returns.

  • Researched, designed, and delivered to a Bangladeshi micro-finance institution across 192 branches, a comprehensive course in micro-finance program management.

  • Set legal, regulatory and commercial precedents closing an innovative, non-recourse, capital markets funded, multi-currency corporate receivables financing program partnering with local banks in Korea, China, Australia, Malaysia, Singapore and the US. Program volume reached $2.4B in 18 months, reducing sales-to-cash cycle by 60 days, achieving substantial asset risk mitigation.

Marta previously served as a Director and Member of the Executive Management Team at RSF Social Finance, a group of pioneering social investment funds in the US providing philanthropic, lending, investment and advisory services that further the field of social finance through innovative philanthropic models and market-based investment into social enterprises. During her 6-year tenure with US-based Motorola Inc.’s capital corporation, Marta led a number of telecom sector partnership and project finance/ funding solutions across Asia, South America and Europe. She launched her professional career as an Export Financing Officer with Canada’s Export Development Bank advising, structuring and implementing project and trade finance initiatives across the globe. Marta has sat on numerous non-profit and foundation Boards within Canada, where she resides.

She holds an International MBA from the American School of Global Management and a Bachelor of Commerce (Finance, Honours) degree from the University of Manitoba, Canada.
